I come from a CS:S background and my main practice out side of scrimming was DM'ing.
But in CoD4 the only DM's are FFA and TD pub servers, which is fine I suppose but I use the m14 mostly and since I rarely pub I'm level 10. I don't really want to invest time using guns I won't use in scrims/pugs. Is there anything I can really do?
Servers that don't use the ranking system, but use a mod (normally PAM) instead. These generally have all the competitive perks, weapons and maps in their rotation, and are probably the best for you if you're looking to practice properly.

the only guns used in scrims/matches are m4, ak74, ak47, mp5, m16, scope. under very rare circumstances you might see another gun. pubbing on unranked serves with pam allows you to select whichever gun you like so your capacity to use different guns based on rank is immaterial.
Like #19 said, nrd strike is the most populated competitive rule set PAM public server.

you get get m14 till a much higher level
When I scrim or pug I use the m14. I can't practice outside of that because im not a high enough level. I found some DM's with PAM401 installed.
It's basically like the NFO Hellfire DM's and stuff they have. It's always full and a lot of good competition are in there.

If you watched some games of top teams play, you would notice that nobody uses that gun.
AK47, mp5, AK74u, m4 and sniper are the main guns.
tell yea what though, drop an ACOG on that m14 and you might run a marathon
