you could look for the directory in which all the gun sounds are kept, im guessing in WAV or MP3 format, and replace them all with just a blank recording.
Sounds are in your .gcf files (eg. counter-strike.gcf) in your Steamapps folder. From what I understand you'd have to edit the .gcf file to achieve what you want.
