Set it to a tolerable setting, the lower the better. So you don't go deaf when youre 40. As long as you can hear footsteps youre good. If you can't hear footsteps over people talking, Just turn down your ventrilo volume
You need to find a happy medium, as most people have said.
Loud enough that you can hear footsteps/gunfire from a good distance, but low enough so that you can hear calls in-game/vent.
Your vent should be just loud/low enough so that if you hear footsteps/firing you can still hear teammate’s calls.
Overall having the sound a little lower is better imo, if your sound is too high when people shoot close range it will drown out everything around you.
I use .2 in game and overall my in-game volume is fairly low. But that doesn't really resemble anything, because soundcard volume and headset volume affect this.
I use .2 and manage my sound on my headphone's volume control, I don't like loud AWP bangs so I'd say it's pretty low, just enough to hear the footsteps.
ps. By the way my phones block most of the outside sound so that's why I can have it low.

but, its loud enough so i can distiguish between left and right, front, and back
