Open Your Counter-Strike 1.6 Console By Hitting ` Type Fps_Max 100. If this doesn't work and you have VSYNC disabled, let me know. You may need to force a refresh rate that your monitor isn't allowing 1.6 to obtain within the windows registry by default.
i need help with my fps its fps spikes. i tryed every thing sometimes my fps would be a solid 99 most of the time its 20-99 (moving fast) like 20-30 or 40-50s of fps. i did all this (arrow pointing down)
increasing my internet on (rogers) vysnc OFF ex_interp "0.01" fps_max "101" rate "25000" cl_cmdrate "101" cl_updaterate "101" deleted ClientRegistry.blob in steam folder. played on 640 x 480 and other resolutions like wide screen mode 1280 x 720. reinstall steam and cs.

find out the max hz your monitor can handle for the given resolution, if its above 100 in reforce change it to 100, if its below 100, then put -freq number of hz into your launch options of cs and you will get 100 fps
that happened to me before when fps_max 101 and vsync were off but i was still getting locked fps. i had to disable some nvidia driver thing. when that didnt work i downloaded nhancer which forces driver settings and overrides them and shizz
