I also use -dxlevel 70 in my launch options, and I have r_mmx "1"
Things like Ad-Aware and some other anti-virus/spyware programs will really bring down your fps if you're running them in the background while you game.
My biggest tip for you though is to tell you to look up Dagley's FPS guide.
i followed daglys guide- i use spybot search and destroy, ccleaner, auslogics, tuneuputlities 2009, AVG, hijack this
yet i still get 100 fps but it doesnt feel smooth at fukn ALL. it drops down when people come in a room with me or in gunfire, i try to spray but my spray is fukn weird and it makes it hard for me to aim... like my movement is alittle Fuknsketchy i can def tell something is wrong i tried like 5-6 different drivers now and i still cant get my cs to they way it was like 2 years ago or even 1 year ago
-heapsize <half of your total RAM (in kbytes)> if you have a dual core processor or higher, set hl.exe to an "affinity" core (right click the hl.exe process in Task Manager). That will provide the constant 100FPS instead of bouncing from 99-100. This only works in dual/tri/quad core processors, though.

my dual core blew up i FU()()CKed around with it to much LOL.
i had to put my AMD 3500+ on 2.20 GHZ! and i only have 1.50 gigs of RAM lo l and i run windows 7 32bit bomb! 100FPS! NEVER LAG
