you shouldnt use freq and refresh at the same time with different values, its the same command
freq works in 1.6 and refresh in source
we have to go back

reg etc and performance is all about the fps consistency. I think fps is way more important than ping these days unless its dramatic like 200 ping ok fair enough but with the net technology any bandwidth mostly will do you these days. Anyways look up dagleys fps guide and tips to improve fps etc and your game should be smooth and fun.

Really, get a proper graphics card. You don't need a high-end one for cs, just get an old used nvidia geforce and it'll run fine. Until then, you 640x480 resolution, high fps models, etc.. there are lots of fps tweaks for cs on the net, check them out.

I was looking around to tweak a Intel 910GL, but I couldn't find any on how to tweak it yesturday.

You don't have to have Nvidia 8th series to play well on counter-strike, just get an older one but decent nevertheless.

I'm using a 128mb videocard, I can run 100fps smoothly. I just need to know the right settings.

Save up for a new computer and enter the new world, that is of Source. You'll be much happier.
