Steam & CS is Slowmotioning

cuple of weeks ago my Steam and my cs started to be in like slowmotion mode.
I tried to clean my compueter with :
Advanced SystemCare
cCleaner
and it worked sometimes but now it doesnt!

The videos quality is bad because I wanted to have small video
