nvtt.dll is an NVIDIA texture library. However, this doesn't mean you are necessarily using an NVIDIA card, since PhysX is an NVIDIA based software. Try uninstalling PhysX and reinstalling it. If that doesn't work, update graphics card drivers.
i just downloaded this game and it works online somehow.. anyways it's pretty fun because it's simple, has a lot of cool features, a SHIT load of different guns that all look and act differently (from what i've seen so far that is)
i'm not big on the cellshading and i have to run it on really low settings on my comp but it's fun
its like a 6-7/10, not worth more than 40 bucks. i think it's probably more fun on xbox

The error is because you're missing files. The program is pointing to memory locations where files should exist but dont. Just verify integrity of game cache and it should be fixed. If that doesn't do it, then delete the game files, restart, redownload, restart and then try and run it. Although verifying integrity should fix the problem.
You can download it and still play online as there's no protection. All save files are client-side, meaning you can edit anything and everything you want. No replay value. People like Daniel "itsamario" Kim will try to play with you. EDIT: Oh, and people like Omar "X-Spider" Martinez will hire you to play it so that he doesn't have to.
