Step 1a) Run Half-Life in Steam once to let it create the Half-Life folder and fill it with the appropriate files.
Step 1b) When it gets to the welcome screen, you are done, and you can close Half-Life.
Step 2) Close Steam by choosing 'Exit and logout' from the Steam tray icon.
Step 3) Now go to where you downloaded steaminstall_cs13.exe and double-click the file to load a window like so. Now click on the 'Browse' button.
Step 4) Now you need to navigate to the right folder. For many people this is C:\Program Files\Steam\SteamApps\<your_email_here... Click on the Half-Life folder like shown below and hit ok. If you do not have a Half-Life folder go back to Step 1 and try again.
Step 5) Note that the 'Unzip to folder' box should change to include your steam e-mail address. If not, go back to step 3. Now click on 'Unzip' in the upper right.
Step 6) Now load up Steam again from your start menu. Right click the tray icon and click 'Games'. You should now have a 'Third Party Games' item called 'Counter-Strike'. This is CS 1.3, you can now dbl-click this to launch it.
Step 7) Your CS1.3 should load like it did for Half-Life in step 1. This is CS1.3 though, not Half-Life (despite what the background says)
Step 7a) You now have two options, you can start a LAN game by clicking 'Create Server' and selecting a map or you can go to step 7b to play a game over the net.
Step 7b) At the CS1.3 screen, hit your tilde (~ or `) key to bring down the console. You can now enter the ip for a CS1.3 server.
Step 7c) I've also had success just clicking 'Find Servers' from the main menu.
Step 8) You game may look like it freezes at the 'Parsing Server Info' screen. It is not frozen! Let it run for 4-5 minutes if it needs to. It will take a while to load the game the first time you play.

ive never seen it in action
I put it all in my hl file but it dosent
come up in my uninstalled games and
that all the games i can access!!!!!!!!!!

Kewl, and includes messed up hitboxes.
1.3 is the worst version of cs, crouch and you can't be shot in the head.
