go to your sound properties, and mute " Stereo mix " and mute " Microphone " <- it won't mute your microphone so people can't hear you, but it will take care of you not hearing yourself when you talk which can be annoying.
Stereo mix is whats causing the problem, other people can hear what you hear on your headphones with stereo mix enabled, I had same problem.
