100 fps w/ Pentium 4 3.06GHz

Is it possible to get a stable 100 fps with Pentium 4 3.06 GHz? I keep dropping to 40-60 every time i shoot at ppl..

any tweaking tips or something u can give me?
I have 2 gig ram and i have no programs running while playing
