I have a XFX 9800 GT and I can't even average 100fps in counter strike. The first 2 weeks i had this card it was fine the fps was great 100 and everything.. now it goes 100-70 and dips up and down in a game that is made in 1999. After 10 minutes it drops to 30-60 fps and I can't even play. I upgraded to this from a 7300 gs and my 7300 could get 100fps in the game constantly there should be no reason why i cant with this card..

Things ive tried: defragging, overclocking, speeding fan up, underclocking, changing settings, installing different drivers, system restoring. Ive cleaned up about 83gb worth of stuff defragging..
Ive also tested my 7300 gs it used to get 100fps also but now its getting fps drops also.. so its not the card something is wrong i just dont know what.

i can run high powered games but the fps will be low but its playable... someone said it is probably my power supply and it cant handle my graphics card.. it would make sense if this was the problem so im gonna see if i can get this.. also source has the same fps issue so fps issue is in every game just the online fps shooters is where the fps gets to low.
585 watt for a 9800??? Thats your problem man. You are having huge power issues. When the 6800s came out they were needing a 500+ psu! I'd bump it up to a 750 or 800.
It sounds like your PSU is dying. That could very well be the reason. I had one do the very same thing to me. Does it emit any burning smell or anything of that nature? Also how cool is your system? Is it well ventilated?

ill go out on a limb and ask how many processes are you running on your dual core (too many? is there a memory leak anywhere?)
if you are a hardware saavy person you can try:
(if your video card is not on warranty anymore, otherwise you may void it at your discretion if you rip the little sticker)
+take out your video card +clean the fan(s) with compressed air +unscrew the heatsink and take it apart +clean all the parts that touch between heatsink//chips (id recommend a tooth pick) +apply some thermal paste to the chips (spread the paste accordingly) +put the heatsink/fans back on
Run msconfig and disable most of your startup processes, this INCLUDES your anti-virus. Just try running any game with most of your unneeded processes and see if that fixes anything. Also, after you've disabled your startup's, go to services and click the hide microsoft services box, and click disable all.

your psu should withstand your 9800gt easily, they require 450w at about 80% utility. A 585 psu is fine for it. Have you checked your connections to your mb? how about the 6 pin connectors? Have you taken out the gfx card and put it back in? Your comp should be able to handle anything your gpu throws at it... you might have a defective graphics card =(. Time to shop! =(.
it's the power supply. get a 750 or 800 and then you can always get SLI if you want. Also look into getting Riva Tuner to Overclock if you are having performance issues. Improve the performance of your GPU fan and other things. if you want to be 100% sure...unplug your cdrom drive(s) or extra hard drives...basically ANYTHING that you don't NEED to test it. Give it a try and see if it does the same thing.
i have this problem ...i think it is a cpu bottleneck with the newer graphics cards...i have a 9800gtx+ but only an amd x2 3800+ cpu... i used to get 100 fps constant with my cpu and a 7600gt then it started slowing down and blue screening...then my 7600 died so i got the 9800gtx+ and still fps drops...i cant afford to get a new proccessor and motherboard but if ne one has had this problem let us kno the solution...thx
are u sure yur card isnt overheating? download speedfan and check ur computers temperatures. if its too hot in there the card will degrade pretty fast and eventually burn out on u. but when its too hot the card will have fps drops.

9800 GT FPS PROBLEMS

#3 memory you mean my ram? idk i was just playing after an hour of playing it hit 10-40 fps i couldnt even walk it is so weird man..
my dad thinks i should get more ram and upgrade to vista.. i dont see how that will do anything but i hope something works -_- anymore ideas?

ran 3dmark06 tests and I think my card is faulty or something man.. it averaged 10fps in the tests and i compared it to others and they got 50-60..

A lot of newer drivers don't work well with OpenGL games, revert back to some older drivers and see if that helps.
if you want to be 100% sure...unplug your cdrom drive(s) or extra hard drives...basically ANYTHING that you don't NEED to test it. Give it a try and see if it does the same thing.
