The file Rar29.dll is under mixed license: GNU LGPL + unRAR restriction (the unRAR sources cannot be used to re-create the RAR compression algorithm, which is proprietary). It went with an exe piece so I wouldnt call it useless.

WinRAR is much better, I mean, it has a shoutier name, winRARRRRRRRRRRRRRRR.
